As mentioned before, the Crater is on private property. As late as the 1980s, many private properties were virtually open to the public, a measure of the "aloha spirit" friendliness that used to pervade the islands. However, in the 1990s and later more and more visitors and new residents began to abuse the privilege of being able to access scenic spots on private land. As the accumulation of trash, damages, commercial ventures and frivolous lawsuits grew the owners were forced to protect their interests. In some cases this resulted in forbidding access, and in others the owners fenced off their land and charged a fee to enter. This access is on Kapoho-Kalapana Road.
